Hong Kong's most steadfast pillar is the nation; its most iconic institution is "One Country, Two Systems" principle; its most abundant resource is its global network; and its most beautiful landscape is its people.

 

Over the course of history, China has weathered countless challenges, yet time and again, the enduring spirit of Chinese civilization has propelled our resurgence.  Through four decades of reform and opening-up, China has transformed global opportunities into remarkable achievements—progress that has reshaped paradigms and unsettled entrenched powers.  Today, as we confront unjust pressures and provocations, silence is no longer an option.  We stand resolved to safeguard our people’s interests while championing a renewed era of stability and peace for the international community.

 

As the nation’s support grows ever more steadfast, Hong Kong faces a pivotal question : how can we leverage our unique institutional advantages, globally connected networks and exceptionally adaptable workforce to forge shared path toward prosperity - for ourselves, our country and the world?  This is not a task for lone heroes, but a collective responsibility demanding every citizen’s commitment to building a future where humanity thrives together.

 

Having been entrusted with this solemn duty at the Legislative Council - a platform dedicated to serving our community and its people - how could I consider stepping aside amid persistent challenges?  While I still have the strength to make a difference, retiring from this role is not an option.  The work continues.

 

Situation

 

In an era of volatile geopolitics where financial dominance - not industrial might - defines global power, Hong Kong stands at the forefront of safeguarding national security.  As threats evolve, we must fortify defenses across economic, financial and overseas interests, ensuring no force undermines China’s influence or challenges its standing.

 

Having transitioned from chaos to order, Hong Kong now entres a phase of revitalisation.  Our task is clear : harness national backing to fuel breakthroughs while driving structural reforms.  This demands upgrading critical assets - land, talent, data, institutional frameworks - to create a resilient ecosystem for sustained growth.

 

At this pivotal juncture, Hong Kong’s legislature and administration must catalyse productivity through innovation.  By merging technological advancement with industrial modernisation, we can build a diversified, future-ready economy.  Expanding domestic and global markets – not protectionism - will propel the "dual circulation" strategy, unlocking new opportunities.

 

As China accelerates on the track of self-driven technological progress, the 15th Five-Year Plan will cement its global leadership. Hong Kong must not merely participate but lead.  I pledge to advance our city’s high-quality, sustainable development - ensuring its brilliance resonates with the nation’s rise, illuminating the world stage.

 

Practice

 

The path "from chaos to order" demands unyielding unity ; the leap "from stability to renewal" requires transformative reform.  Four years ago, as Hong Kong stood at that pivotal crossroads of restoring order, I chose to run for the Legislative Council with a singular resolve : to unite sectors across society in reigniting our city’s dynamism and rebuilding its foundations.  With a public mandate, I was entrusted to serve.

 

 

Four years on, Hong Kong now stands at a pivotal moment - transitioning from stability to dynamic prosperity.  To seize this leap forward, we must chart a course of precision-driven reform and principled innovation, forging a new economic chapter.  Guided by my original pledge, I will harness professional expertise to serve our city, advancing policies that empower both businesses and communities for shared progress.

 

Returned by the Election Committee, my mandate serves every Hong Kong citizen.  In policymaking, I balanced strategic vision with grassroots realities.  In scrutinising legislation, budgets and government initiatives, I anchored decisions in professional rigor - a standard where expertise transcends mere knowledge, rooted in unwavering integrity and purpose.

 

Over the past four years, my work - both in the Council chamber and beyond - has been fully transparent, documented in public records.  With your renewed mandate, I will steadfastly maintain my pragmatic, evidence-driven approach.  Capitalising on this era of stability and renewal, I pledge to :

When I first sought election to the Legislative Council, my platform centred on tackling Hong Kong’s entrenched challenges : housing security, quality employment and equitable public services.  I pledged to work with all stakeholders to prioritise solutions and craft actionable strategies.  Four years of collaboration with fellow legislators, the administration and community partners have unlocked progress on multiple fronts.  Now, our focus shifts decisively to implementation - turning policy blueprints into tangible, shared benefits for all.

 

"To unlock" means resolving entrenched challenges to pioneer new possibilities and propel transformative progress.  Drawing on my professional expertise, public service record and the collaborative ethos forged through four years of legislative work - where we proved that true synergy lies in 1+89 > 90 - I am positioned to:

The Northern Metropolis stands as Hong Kong's next-generation economic engine.  To maximise its potential, we must :

 

• Execute with speed and precision under high-quality development principles

 

• Design through a 22nd-century lens, integrating cutting-edge technologies and visionary urban planning

 

• Create benchmark Chinese urban ecosystems that redefine sustainable modernity

 

• Position the Greater Bay Area as a global innovation hub through diversified industries

 

• Strengthen the real economy via advanced manufacturing and tech-driven sectors

 

The 2025 Policy Address outlines critical administrative and legislative measures for the Northern Metropolis' success - a project requiring not just infrastructure investment, but a competitive policy toolkit to attract target industries and drive economic diversification.

 

Key Implementation Strategies:

 

  • Sustain Market Confidence : Maintain strategic bond issuance to catalyse private-sector participation.

 

  • Regulatory Efficiency : Accelerate deregulation and cost-cutting initiatives already underway.

 

  • Land Reform : Overhaul allocation mechanisms to prioritize long-term socio-economic gains over short-term land revenue, anchoring development to industry-driven growth.

 

  • Business Enablement : Optimise entry thresholds and operational costs, allowing enterprises to scale rapidly within a robust industrial ecosystem.

 

  • Accelerated Prototyping : Implement a "build-while-develop" model in the Shenzhen-Hong Kong Innovation Zone, creating a proof-of-concept for the Northern Metropolis' tech ambitions, particularly in the New Territories Science City.

 

This is how we transition from property-centric models to sustainable, innovation-led prosperity.

 

Fully implement urban development and infrastructure construction and comprehensively strengthen all factors of production - including land resources, talent pool, data resources, production knowledge, institutional frameworks and supporting mechanisms - to drive sustainable, high-quality socioeconomic development in Hong Kong.

 

Continual land creation to ensure sufficient supply for the real estate and housing construction sectors, diverse commercial and industrial sectors and innovation-driven industries achieve stable and coordinated growth within a healthy market environment;

 

Adopt proactive planning for regional and local infrastructure, supported by well-defined and structured implementation plans, to bolster investment confidence in land development and industry establishment;

 

Leverage regional strengths in technological advancement to lay the groundwork for smart cities, including the infrastructure and governance frameworks required for developing transportation networks, supporting facilities, the low-altitude economy, autonomous vehicle technologies and related fields;

 

Uphold low-carbon and high-sustainability principles in developing new districts, fostering deep integration between innovation-driven industries and natural ecosystems, rural communities and cultural preservation.  Drive investment through visionary planning and leverage tangible projects to stimulate green industries and sustainable finance;

 

Adopt a multi-pronged approach to drive urban renewal, including non-monetary support mechanisms and compensation options for projects.  Streamline development management regulations, broaden permitted uses of traditional commercial and industrial properties and accelerate the holistic revitalisation of older districts to better accommodate emerging economic needs.

 

Revitalise Population Policy, Formulating Pro-People Measures

 

Hong Kong is undergoing economic restructuring - a process that is inherently time-intensive.  Consequently, the tangible benefits of recovery and transformation remain less palpable to the public and businesses, with consumer and investment confidence yet to fully rebound.  To rebuild and bolster confidence among citizens and markets, the government must prioritise addressing immediate and pressing concerns, particularly improving business operations and employment conditions across industries.  It is the government’s duty to amplify the diffusion of economic benefits, ensuring inclusive growth and shared prosperity for all.

 

While sustaining stable growth in key economic sectors such as finance, trade and logistics, it is imperative to enhance the public’s and SMEs’ tangible experience of economic recovery.  The principle of shared prosperity must be operationalised by strengthening support for SMEs, expanding employment opportunities, and fostering a self-reinforcing cycle of stabilized business operations, employment, household income and consumer spending.  This approach will ensure the benefits of recovery and structural transformation permeate all sectors and levels of society, deepening public and market confidence.

 

Vigorously advance the full implementation of policies and measures that prioritise government reforms, institutional innovation and technology adoption.  Streamline regulations, reduce bureaucratic red-tape, assist businesses in lowering operational costs and deliver targeted support to vulnerable groups.  Formulate a more focused population policy and develop precise, sustainable frameworks aligned with socio-economic development needs.  Concurrently, scale up smart city governance initiatives to enhance public access to services and foster direct, tangible improvements in quality of life.  These collective achievements will exemplify the narrative of progress for both China and Hong Kong :

 

  • Proactively address challenges from socio-demographic shifts, including deepening regional integration and an aging population, by formulating a targeted population policy.  Leverage regional resources and strengths to optimise population capacity and quality, overcoming developmental constraints typical of advanced economies.

 

  • Guided by clear demographic objectives, develop sustainable policy frameworks, measures and infrastructure across housing, labor, education, healthcare and social welfare to mitigate challenges posed by aging populations and declining birth rates.

 

  • Continuously enhance living and working environments, preserve a diverse and inclusive culture, and attract, retain and pool talent to establish Hong Kong as a global talent hub.

 

  • Upskill and transition local human resources to strengthen productivity and value-added capacity, safeguarding employment opportunities.

 

  • Support cross-border workers and residents who call Hong Kong home, maintaining its mobility as a global city and positioning it as a premier hub for regional and international talent.

 

  • Reassess housing policy visions, providing clear roadmaps and plans to address the housing needs and homeownership aspirations of the elderly, youth and low-income groups.

 

  • Assist individuals facing diminishing competitiveness, rebuild social values and support systems centred on family and community, and incentivise mutual aid and inter-generational inclusion.

 

  • Strengthen community-based primary healthcare systems, integrate traditional Chinese medicine (TCM) into mainstream healthcare, alleviate strain on public services, and ensure timely, accessible care.

 

Building a High-Quality Economic Future: Shared Prosperity for All

 

Amid a volatile and unpredictable international political landscape, Hong Kong - as China’s most globally connected city - cannot remain insulated.  It must fully align with the guiding principles of the 15th Five-Year Plan, consolidate policies that reinforce its “Eight Major International Centres” status and embody the principles of new-quality productive forces.  By leveraging the inherent advantages of the “One Country, Two Systems” framework, Hong Kong should innovate while upholding core values, expand markets, stimulate demand and advance the dual circulation model (domestic and international economic flows).  This includes broadening the depth and breadth of financial markets, strengthening its role as a bridge linking global and domestic economies and supporting the nation in forging a sustainable, high-quality economic future.

 

  • Follow the nation’s 15th Five-Year Plan to boost advanced productivity.  Strengthen Hong Kong’s role as a global hub in eight key areas, work closer with mainland China’s development goals, help link China’s Belt and Road partners with developing nations, and gain more influence globally.

 

  • Use the huge market and consumer base of the Greater Bay Area to build better export industries and support local spending within the region.

 

  • Play to Hong Kong’s strengths in finance, trade, shipping, professional services, and culture to grow China’s global impact.

 

  • Use Hong Kong’s resources to push tech innovation projects that benefit both China and the world.

 

  • Help key industries grow by focusing on support instead of heavy rules. Cut costs for businesses starting up or operating here.

 

  • Make it easier for people, money, goods, and info to move across borders.  Work better with other Greater Bay Area cities.

 

  • Expand Hong Kong’s financial markets into areas like commodities, bonds and digital currency.  Help make Renminbi more widely used globally and keep bringing in international investment.

 

  • Boost local spending through multiple channels so everyone feels the economic benefits.  Restore public confidence in spending and investing.

 

  • Use Hong Kong’s universities and medical research hubs to connect schools with industries.  Speed up projects in areas like San Tin Tech City to attract key businesses.

 

Use Hong Kong’s unique “One Country, Two Systems” setup and professional services to create global standards, train skilled workers, help Chinese companies expand worldwide, and let foreign firms use Hong Kong’s trusted legal and accounting systems to grow.

 

Deepen international engagement while safeguarding economic security, financial stability and overseas interests

 

While progress is vital, security cannot be overlooked.  Amidst a volatile global political climate, the true power of modern superpowers lies not in industrial might but in financial dominance.  As Hong Kong enters a new era of national security challenges, standing guard on China’s frontlines, it must rally all sectors to actively strengthen protective measures - particularly in economic stability, financial security and safeguarding overseas interests.  Hong Kong will play a decisive role in ensuring no force undermines China’s global influence or questions its sovereign standing.

 

Unrest and pandemics pose similar threats in today’s fast-changing global landscape.  To stay ahead, we must strengthen legal safeguards - updating laws for economic, financial, social, overseas interests and emerging tech like data/AI - to protect national and Hong Kong’s security.  A watertight legal system is our best defense against these spreading risks.

 

  1. Solidify Hong Kong as Asia-Pacific’s hub for international legal and dispute resolution services by fully operationalising the Asian-African Legal Consultative Organization (AALCO) and International Organization for Mediation (IOMed).  This includes training specialists and actively promoting mediation/arbitration as preferred solutions.

  2. Strengthen oversight of virtual currencies, including stablecoins, through updated regulations and operational standards.  Build systemic resilience to financial disruptions by enforcing robust crypto management frameworks.​

  3. Fortify safeguards for critical infrastructure and data security.  Ensure all relevant laws and systems have clear, enforceable guidelines and penalties to manage risks effectively.

 

Modernize Governance for Effective, Results-Driven Leadership

 

Execute administrative reforms by equipping civil servants with macro-environmental and market insights.  Harness technology and big data to drive interagency collaboration, streamline bureaucracy and unlock innovative governance.  Prioritise public welfare through efficient processes, embodying the synergy of proactive governance and dynamic markets.

 

  • Maximise technology to boost productivity and innovation in public service.  Seize the era of post-disruption stability to drive cultural reform - instilling a stewardship mindset and user-first ethos across government systems.  Prioritise cost-effective, empathy-driven decision-making and service delivery that truly understands public needs.  Cut bureaucracy, slash wasteful spending, and humanize public sector operations.

 

  • Build a neighborhood-focused urban management system that connects government data across departments.  Use AI to pinpoint communities and individuals needing support, while empowering residents to flag issues in real-time - from sanitation and traffic to building safety and public facilities. Launch a 24/7 smart platform for seamless service delivery, ensuring no community need goes unmet.

 

  • Create a unified support network for local organisations and community groups, pooling resources to amplify their impact through collaboration and mutual aid.  Ensure policies and services truly reach households by fostering empathy-driven partnerships that bridge the gap between government plans and community needs—turning intentions into action.
